I've kicked,cussed,heated,beat,cheater barred and I GIVE!!!!!!!!!!! Anybody got any suggestions???

burn out the rubber and sawzall the sleeve.....real bi@#h to do
ooops....just re-read the topic....as far as the bolts go...soak em with 3M Heat Penetrant. It really works well. May need to spray a few times but it did work for me. If your going to use new bushings....than burn the hell out of em!!

To remove 'em? I had to use an angle grinder on the bolt heads and 'tails' or whatever the leftover threaded part is called. After that, judicious use of a pry bar resulted in a very loud clanging noise as the leaf spring hit the driveway.
Took my spring bolts off that were frozen with a pipie wrench and floor jack against the weight of the jeep. Leave the tire on so when it breaks loose it can't drop to the ground. After that I used an air chisel and just blasted them suckers to death to get the springs free.

I've done the front eyebolts on 89 GW. Air tools help if the issue is getting the nut loose, but if you're dealing with getting the bolt out you need two hydralic jacks. I put one under the eye, and one under the spring at the axle. As you raise or lower the center (axle) jack, the spring spreads and closes because the weight its supporting is changing. With enough trial and error (no way around that part) you find a point where there is no tension between the spring eye and the shackle. Actually I did that to get the bolt back in, but it should work for removing it too. Good luck -- Mark
