How much?

I put 1.5" add-a-leafs on the back of my wagon but should I tighten the U-bolts so that the AAL's are flat with the other springs? I am assuming yes since all the other springs are flat against each other. Also I should tighten when they are under load right? Just double checking. thanks

The 76 TSM lists torque for three different size spring clip U-bolts. I guess for CJ's Wags, and J-20. You will have to measure U-bolt threads.
For 7/16-20...36-42 lb-ft,
For 1/2-20...45-65,
For 9/16-18...85-105.
You don't want them to be loose.
