Technically, no. Since there was no 4-bbl carb originally offered as an option for your Jeep, it isn't strictly compliant to install a 4-bbl carb. I don't know how picky the inspectors there are, but I presume you can find one who doesn't know (or care) about a 4-bbl carb so long as the other emissions equipment is intact.
That said, any intake manifold you install should have a port on the back for the EGR valve. So you could find a steel manifold from an earlier FSJ, or an aluminum Edelbrock Performer #3731. I have a Holley Sreet Dominator #300-31Z, but these are no longer made and hard to find.
As for a 4-bbl carb, again you could get one from an earlier FSJ, or find a Rochester Q-Jet (or Holley or Edelbrock copy) from a GM vehicle. These carbs have a "spread bore" bolt pattern where they fit onto the intake manifold. Square bore carbs that will work with all your emissions stuff include the Edelbrock Performer #1400 or a Carter AFB 9635 (these are identical), or Holley 0-80454 or 0-80451 (these models have the right throtle linkage and will make your work easier).
