What is the front middle port at the base of the carb for?

The line that goes to the bottom front center of the bowl? That vacuum line supplies a vacuum signal to the power valve. Any fuel in that line and your power valve is blown and needs to be replaced.

What are the symptoms of having a blown power valve? Are the power valves for the 2100 carb the same as the 2150?

It will run rich. Exhaust will smell of fuel. Runs rough or not at all at idle. Do you have fuel in that vacuum line?
I am not sure if the power valve for the 2100 are the same as the 2150. The correct valve is easily available.

Yeah, there is some fuel there(it's not running out or anything). Just a little wet and fuel odor. Could a bad power valve effect cold weather starting?
