So here are my California emission results:
HC: max-97 was measured 186 (holy smokes)
CO: max-66 was measured1.08
NO: max-734 was measured 459

Anyone got any ideas?

oredered air injection valve, one side not connected (closed off by last owner)

ordered a hose that goes from manifold up to air intake off carb.
Could these be the culprit?

Basic decoding for your results are:

HC: misfire or bad burn
CO: too rich
CO2: engine efficiency
O2: too lean or just air
NOx: too hot or too lean

Try changing plugs, add in a couple of cans of K&W Brand fuel treatment (cleans tank / water/ gunk), new PVC filter, and make sure all your vacuum lines are hooked up properly. I was able to pass emissions without ANY air pump / injection tubes / etc.

Also, check all vacuum lines to make sure they aren't cracked / broken. EGR can typically get gummed up with junk so bad that air can barely pass through.
