What carb would you use to uprgrade the stock on the 360 on 89 GW. It has plenty of power for what I need, would like to improve the 7mpg mileage, Just had it tuned up with new wires and coil. thanks.

If you're going to keep the stock intake, and emissions, then you'll need to get a Holley 2 bbl, the 350 cfm version, or buy a "new" stock carb.
The 2150 is a pretty good carb and it would be cheaper to rebuild than getting a different carb. With a stock rig(ie no big lifts etc), eng in good cond, and a properly working stock carb you should at least be in the 10-12 if not the 12-14 mpg range.

The only good quality stock replacement (not autozone etc.) I was able to find was a rebuilt Motorcraft 2150 from Holley. Yes Holley does rebuilds of other brands. I just ordered it from Summitracing - Holley part number 64-5554. $211.39.

I forgot, as mentioned above you can go with the generic Holley 2bl 350 cfm or 500cfm but you loose the electric choke unless you buy two adapter kits. You also have to buy a third party throtle linkage adapter for the 350 or 500 CFM from Lo Car. I just didn't want to buy the 350 or 500 CFM and then have to go out and get 3 other add-on kits.
Holley 500 part number 04412 -$197.95
electric choke kit #45224 - $39.95
fast idle cam kit # 45465 - $3.30
Don't know the cost on the Lo Car throtle kit.
Seemed easier to stay with the 2150 if you are not upgrading the intake at the same time.
Something as simple as a carbureator rebuild and tuning can dramatically improve your mileage. And you may get more power too.
If you're mechanically inclined go to the parts store, get a rebuild kit, take the carb apart, clean all of the parts and put it back together. Spend a little time tuning things (or have a pro do it) and you'll probably see your milage almost double.
That is, if you don't have a warped manifold and/or carb base. If that's the case, you may as well upgrade the carb when you swap it out. An upgrade to an Edelbrock intake and 600 CFM carb can be done for about $500 in parts, assuming you reuse as much as possible.

I too was getting poor gas milage. did the msd/tfi upgrad and increased it about 5 mpg along with better idle, more power and quicker starts. easily done but more expensive than the straight tfi upgrade. try the tfi...you'll like it.

Is there a carb/manifold/ maybe a cam also combo that is preffered for Calif.? I am going to do a rebuild and would like to go to max preformance but still be emissions legal.

Technically, no. No one makes a CARB approved manifold and/or carb unless it is an actual stock replacement. You'll either have to go with a smog referee or try to camouflage everything and take your chances with an inspection station that responds well to tips.

If you change to a decent cam you will never pass a smog test because of the overlap of the valves (intake and exhaust) being open at the same time for a fraction of a second. It makes it run richer at and idle and won't pass, but as soon as it is off idle it runs cleaner than with a stock cam. I lived in California and have been through the whole deal. Had to pay someone off to pass.
Calif. has just about made hot rodding illegal, nothing you can do about it. Thats why I don't live there anymore. MG :D :D :D
I just rebuilt the carb on my J10 which is a 2150 and it was a piece of cake to rebuild, just follow the instructions (even have pictures) runs like a champ and only $35 for the rebuild kit, better than $200 for a rebuilt carb!
