Is that a speaker or some sort of airflow thing for the radio?

Yup on the speaker. I have two dash pads with very skinny speakers mounted there

Don't know if your into the stereo stuff or not but that center speaker location works great for 2 small 4" speakers mounted as a center channel,or a set of tweeters too.the sound bounces off the windshield and can be heard quite well from that location.
