I use POR 15. Here's a couple of old threads that i turned up and the POR website. I find it pays to follow the complete procedure. Works good for me. Although from the threads you will find mixed results.

POR 15 is the best stuff that you can get, but if you're cheap Naval Jelly works OK for the price.

POR15 paints over rust. I don't think it actually converts the rust. Check that out.
I have used Extend with great results and will be using it again on the J10 I'm working on. This stuff converts rust to a stable material, preventing further rust and creates a paintable surface.
I believe POR=15 is a rust converter, but it will break down with long term exposure to UV light. So, it will need a top coat of some other paint to seal the light out.
I used it to treat the rust on the frame behind the gas tank. No top coat of paint, if that area is exposed to direct UV light, the POR will be the least of the concerns.
