Vent tube?

I spotted what I would guess would be a fuel tank vent tube that forms an upside J that is bolted to the right cylinder head of my '89. Does it attach to anything? (vaccum, etc..) is that normal?I couldn't find it in teh service manual.

That's your transfer-case vent. Your fuel-tank vents through the two rubber lines that join in a "Y" on the passenger-side of the engine, and run to the charcoal canister just behind the battery tray.

The transfer-case vent is normally open, as you note. If you are really soaking your GW on a regular basis, you can pipe it to a remote oiled filter.
