Well, last night I wrestled with my Chero for about an hour and it definitely won. In tracking down why my horn didn't work, I disassembled my steering wheel down to the turn signal. (The horn was missing the copper(?) rod that goes down the plastic tube and connects the pad/horn contact with the relay).
Anyway, I cannot get that heavy spring compressed enough to slide the plate down over the shaft and get the retaining ring locked. (If you've done this, you know exactly what I'm talking about) At one point, I was using both feet and two screwdrivers! Is there a trick?

Yes its called Proper Tool! LOL Lock Plate Compressor is what you are needing.

Once again, Crazy_Jeepman shows me the light! Thanks. Let's hope NAPA or Kragen rents these out. I should probably swap out turn signal (it's a little mushy) while I've got it broken down. Crazy_Jeepman, we'll talke one day about that Cadillac 500...I've got a '53 with the 331 that I'm itching to swap out.

you can buy one of these for about 15 dollars. used mine about 4 times since i bought the wag. definitely worth the $$ to alleve the agravation

Well, I bought one of those cool tools at Kragen at lunch. I'll try again tonight. Quick Question for anyone: I am missing the spring and rod insert that goes in the plastic tube that makes contact with the button/contact. What might I replace this with, short of a scrap yard donation? Is it metal, does it conduct or does it simply push the metal plastic ring/contact to the button/contact?
On a bigger scale, how does the horn exactly work?
