My project J20 has been butchered by the PO. Vac, elec., fuel lines, everything.

In the process of restoring it to working condition, I came to the following question: The DSPO removed the 1 inlet, 2 outlets fuel filter and installed one of those see-through universal 1 inlet, 1 outlet filters and then plugged off the return line with a bolt  What possible reason could they have had for doing that (looking for logic here)?

Is everything gunna be OK if I just buy a new filter, some hose and put it back to the way it is sposed to be?

I'm just trying to follow the PO's train of thought so I don't end up causing a problem when trying to fix whatever it is that they were doing.

you may want to check to see if the return line is intact all the way back to the tank.

To cure a mean vapor lock on my 76, I installed an electric fuel pump. Using the two outlet filter, it pressurized the fuel tank so much that fumes were coming out the filler. Also, the PO hacked the Liquid Check Valve and plugged the lines. Your PO probably did the same to yours. I would change the filter, but keep the single outlet if it isn't flooding the carb.

if you don't have vapor lock, you don't need to worry about the return line.
