The clicking you hear is most than likely the solenoids clicking.
You say you checked all the connections. Make sure you check the grounds as well. If yours is a model with the solenoid box mounted on the motor, make sure all the solenoids have a good ground to the base plate of the solenoid box, then make sure the base plate itself has a good ground. If it does not have a good ground, it will not work. Trust me, I found this out the hard way.
Next, to test the motor to make sure it is good, do the following:
There are 3 posts on the motor labeled F1 F2 and A. Remove the 3 wires from those 3 posts, make sure you lebel them so you connect them back to the correct posts. Now get out your jumper cables and pull out a little slack in the cable. Use a large guage jumper wire and connect it between F1 and A, then apply power to F2 (from the jumper cables you just hooked to your battery) the motor should sping one way. Now connect the jumper wire between F2 and A, then apply power to F1, the motor should spin the other way.
If it passes that test, then you most than likely have a solenoid problem. You will need to remove and test each one by itself. If you do have to go that far, just take a peice of paper and draw pictures of where all the wires in the solenoid box go to, so you can put it back together correctly. TRUST ME on this, draw a picture!!
Any more questions I will try and help you out. Also, what model winch you working with?

Chris, I went through this on a Warn I had for a while, turned out the solenoids were shot. Also, the inner drum came unseated, and was binding inside. Had to disassemble the case, reseat the drum, then before cinching up the outer case, had to whack it with a deadblow hammer to settle everything (per the tech guys at Warn)......never thought repair instructions would include "whack it with a deadblow as hard as you can from the side" :)

You can also pop the motor end cap, and look at the brush holders, I have had them rust up and keep the brushes from making contact.
