View Full Version : avoiding emissions??

I am curious if anyone knows a way to avoid having to take my cherokee through emissions since it is required in my area. I have "heard" of people getting a P.O. box on the outskirts of town or the next closest town which does not require emissions, then going to the DMV that services that area and registering the vehicle to that P.O. box. Does that work? Anyone ever done it? What about registering it as a recreational vehicle? I know I see sandrails and such around town sometimes with plates but have never heard of them having to go through emissions. Any ideas?

Move........ to a real state tongue.gif

Just kidding.

As for registering it with a PO box it is hard to say I guess it depends on the state. Here in vermont anything earlyer then 96 (yes 96 ) doesn't get a breathaliser. If it is over 15 years old they don't even title it.

Is there no way your vehical will pass emissions?

There are a few things you can try. If you think it might be able to pass the pipe test you can drop a bran new cat in there, and when I was a kid in another state we used to drop about a gallon of alchohol in there and never had a problem. Always passed with flying colors.

Well, I haven't even taken it through emissions, but it is missing smog equipment. Not sure of all the stuff it is missing either. I work at a Jeep dealership and they can't get me a FSM for my 79' Cherokee to see what I need, not to mention I have no idea how much it costs for the stuff. I would rather avoid it if I could but I am not going to be taking it through emissions for a few months anyway. It is not my daily driver and at this point I am just working on it. I will replace the cat with a high flow and have the exhaust redone before even trying emissions anyway. I could always collect the parts for emissions as I go but like I said I don't know what I need.....

I believe a comprehensive list has been posted in response to another question like yours; it would probably turn up on a search in the archives for this board.

I don't know if this works in other states but here in Indiana, a person can get 11000 GVW truck plates for their Jeeps which exempts them from emissions testing. They don't even question it at the DMV, you just have to pay more for the plates. My ex-g/f had a pos ferd work van that could never pass emissions and she got the higher GVW plates.

How about converting it to LPG. Then you can remove all the smog stuff, fuel tank, catalytic converter, etc and pass smog tests no problem.

Out of curiosity I looked at the emissions regs for Pheonix on the web. Looks like any post-'67 car has to pass both a visual inspection and a tailpipe probe test.

You can buy reprints of FSMs for that year from Turner 4WD. You may also be able to get an original copy fron books4cars.com. IMO you're flailing without a FSM.

I'd guess that, for a '79, you need the whole shebang - air pump, EGR, cat, TCS, TAC, vapor recovery.

I think Phoenix has a waiver you can buy as a one time only thing. But that won't help for next year.

Rockcandy,
My post from a few days ago is probably what they are referring to if you search for the phrase "Sad Day" you will see the post they mention. I needed basically everthing. I have now put it up for sale. I mainly chose not to do it because I didn't want to mess with the Air injection bolts into the exhaust manifold. Mine looked pretty rusty and I could see twisting off several of those banjo bolts and turning this thing into a HUGE PITA. I am now about to start looking for a 1970 or earlier or a newer one where everything is already there. The other item that kind of scared me was finding the Air pump which hangs a little below the power steering pump from what I can tell in the Haynes manual. Mi pump and all brackets are gone. Anyway, good luck. working at Jeep will probably help you about a 100 times more than my situation.

here in Tucson AZ on my 73 wagon they just did a idle test with me in drive sitting there for about 30 seconds..they never lifted the hood to look under it.

In phoenix i would assume on a 79 they will do the idle test, the driving at 35mph test and then the visual inspection under the hood.

they did all these things on the 82 AMC concord i used to own when i went thru emissions in Tucson with it.

I'm going through the work to fix things myself. I have an 86 GW with all the goodies if you want to look at it. My friend has a late 70s and the only difference was his did not have a cat on it, but didn't know if someone removed it. You will need everything on it... they will check. The one time waiver goes on the title! Let me know if I can help.

okie dokie then...well since it is just sitting at this moment and I don't drive it, although it drives fine, I am just going to work on the body/interior until I decide what to do with the engine stuff. I might just start gathering parts, but then again I just may end up doing engine/tranny/t-case swap from a newer chevy or something.....although a Ramjet would be mighty nice;)

The Ramjet would not be smog legal for your 79. But any light duty truck engine 79 and newer would be as long as you take all the emission controls and exhaust as well as evap. canister from the vehicle.

Before they abolished the inspections in OK (Last year)you had to have the proper equipment for your vehicle after 1979. Having said that, if it looked legal (from under the hood, and cat. installed) it would pass. I had a '79 Bronco with a few vacuum hoses and an air pump insalled that passed even though it was not to factory specs, because it "looked" ok. Also, if you had no emissions, as most of the farmers here do not, you could go to a rural town and get an inspection passed pretty easily.

When I lived in Kalifornia, I registered my CJ at a PO box in a small town in east San Diego county, just across the border from Mexico. It was outside of the testing zone. I had not registered it for several years prior. When I was at AAA and submitted the address change, they handed me my tags.

Tomorrow I try to get my CJ passed here in Washington. No visual, tailpipe only. I just purchased 5 gals of methanol to add to the 1/2 tanks of gas to try to bring the numbers down. If it fails, I'll be going to the next county, where there are no inspections, and renting a PO Box.

I did the same when I lived in Tahoe. Went across the border into Neveda and got a PO box there and regestered it to the box. Had to get Nevada insurance though.................phil

NO smog up here in Chino, want my address?

well oddfire...I think Chino valley is a little bit far for me...wouldn't I have to get the Jeep registered in a Chino Valley MVD?

Arizona will not allow you to register or title a car strictly to a P.O. box.
This is what i was told by the DMV when i wanted to switch my jeep to a P.O. box down in Arivaca AZ
you will also have to provide somesort of street address and proof of residency like a utility bill when changing the address i was told.

The fine for registering your vehicle at some place other than your residence or your business address is quite hefty in most states. Granted your chances of getting caught are low, but its something to bear in mind. Also, it gives your insurance company a handy excuse to deny your claim if you are ever in a serious injury accident, particularly if you cause injury to someone else.

well then....maybe I will just work on locating all the necessary components to *try* emissions...who knows...maybe all will go well.....

How can they drive test a full-time 4 wheel drive truck? Do they have rollers for all 4 wheels?

Box address....people in rural areas have them usually....AZ DMV is not stupid...they do this because they know people in Tucson and Phoenix will try this route to avoid emission tests.

When the AZ stuff got started we tried to register as a PObox from Catalina, AZ, just barely across the county line.
No go, they wanted at least a utility bill with a proper address on it to make it fly.

I love living in a small county without testing.
