When I first brought my 74 j10 home it idled great with no missing. Later I had some choke problems and it ran very rich sometimes probably fouling the plugs. After I fixed the choke it would not idle at all, but it would run great at any other speed. I opened up the idle jets some and the idle improved a lot but it is still not like it should be. Would fouled plugs cause this? I checked just in case for vacuum leaks and I am sure there aren't any.

Pull some plugs and look them over. Fouled/worn plugs will hamper performance but it sounds like your problem is with the carb.

If you can drive it, if everything is fixed, the engine will clear off the plugs by itself if it's running correctly. If it hasn't left the driveway and hasn't gotten good and hot, you may have to clean off the plugs to get it running better.

The TFI upgrade will help with fouling plugs with its higher output.

Start with clean plugs when messing with a carb. Then you can pull them out afterwards and see if you're winning or loosing.
